Citizens harass customers of the Adult World Bookstore

The Concerned Citizens of Rivertown group has decided to take actions to discourage customers from coming to the Adult World Bookstore. The group is led by Ms. Ima Peeples, who lives directly behind the building. She is very upset as what she considers to be unsavory activities that go until late into the night. Rivertown Police have been monitoring the business, but have found no illegal activities and are unwilling to take any action.

Ms. Peeples and a few other dedicated activists are considering various tactics for discouraging customers. As the community planner, you realize this is a problem and that citizens probably will not have official help from either city council or the police department. The group is considering trying the following activities.

1. Stand on the sidewalk across the street from the store and take pictures of individuals as they enter or leave the premises.

2. Place leaflets on the windshield of cars of customers. The leaflets would indicate the objections of the Concerned Citizens group and suggest further activity against anyone supporting this business.

3. Whenever anyone enters the store, enter with them and stay close to them while they "shop." While doing this, wear a cap saying "NO ADULT WORLD IN RIVERTOWN."

City Council has asked you to determine whether or not these activities are legal, and whether the city has any obligations either to the citizens group or to the business owner. After researching the matter, prepare a report for Council. The report should list any legal precedents you have found for a similar situation.
