Vacant sites in the downtown area

Rivertown is in desperate need of additional parking for its downtown. Currently most of the parking is either on-street or small private lots. The city owns three lots under consideration for a new surface parking lot; the City Council has decided they cannot afford a parking structure. Each of the lots has benefits and drawbacks in terms of location, size, and convenience. You are to select one, and only one, of these lots on which to place the city's first downtown public parking lot.

Vacant sites owned by the City of Rivertown are shown in red. The Biltmore Lot would have access along the state road, Biltmore Avenue, and is the largest parcel. The Alley Lot is visually hidden in the middle of a block and could be accessed by a one-way alley (the city can have the alley go either direction one-way), and the Railroad Lot could have an entrance on Station Street in the downtown.

After discussion and consideration, select one location for a new city parking lot.

Refer to the Rivertown Comprehensive Plan and Zoning Ordinance for more information.

Alternate uses for each parcel should also be considered.
